Revitalizing Lawrence County with New Industrial Opportunities and Job Creation
The proposed Stonecrest Business Park, located in New Beaver Borough, Lawrence County, marks the first privately developed park in the area in over forty years. In March 2021, regional industrial developer John LaCarte, under Stonecrest Business Park, LP., acquired the 205-acre Stonecrest Golf Course.
The project has received all necessary permits and approvals from the Pennsylvania DEP, the Army Corps of Engineers, Lawrence County, New Beaver Borough, and Wampum Borough. The development plan includes up to 1.5 million square feet of industrial space, potentially creating 750 to 1,000 new jobs in the region. This project is also expected to boost the tax base of Lawrence County, New Beaver Borough, and the Mohawk School District by a minimum of $150 million at full build-out.
To date, the Stonecrest Business Park project has secured significant financial support, including $3 million in low-interest loans and $2 million in grants from the Business In Our Sites program, as well as a $500,000 grant from the Commonwealth’s Redevelopment Assistance Capital Program. Additionally, Lawrence County, New Beaver Borough, and the Mohawk School District have approved a Local Economic Revitalization Tax Abatement (LERTA) program, exempting the park from real estate tax increases resulting from planned improvements for ten years. This public assistance will help offset costs associated with site work, utility extensions, roadway installations and improvements, and pad work for Lots #2 and #3. The total project cost for this phase is estimated to exceed $12.5 million.
Upon completion, Lots #2 (17.3 acres) and #3 (27.8 acres) will be pad-ready industrial sites by spring 2025. The developer plans to construct a 150,000 square foot flex space industrial building on Lot #2 to attract the first industrial investment and job creation at the park. This facility will offer a distinct advantage for attracting businesses to Lawrence County, as companies typically cannot wait for the planning, permitting, and construction processes when seeking a new location. The proposed building would accommodate up to three companies, with an expected job creation of 175 positions, addressing the current demand for class A industrial sites averaging 135,000 square feet, which are currently lacking in the county.
